Yes. However, sharing to social media now requires you to upload your videos manually.
In the past, you were able to do this directly using Apple's sharing menus. But, they removed the direct share to YouTube feature with the launch of Catalina. It was really disappointing because this was a great feature. They also removed direct share to Facebook and Twitter.
